Troopers Arrest Two Men Trafficking Fentanyl

Shortly after 6:30 p.m. on March 28, Trooper Matthew Demos, assigned to the Troop A Community Action Team, was patrolling Route 93 in Andover when he observed a silver Nissan Altima that did not have a valid inspection sticker. Trooper Demos activated his cruiser’s emergency lights and stopped the Nissan prior to Route 125.

After the vehicle came to a full stop, Trooper Demos approached it and identified two occupants inside. After informing the operator, identified as JEISON ARIAS-GUERRERO, 30, of Jamaica Plain, why he was stopped, Trooper Demos gathered the driver and passenger’s identification and returned to his cruiser to conduct an electronic inquiry. It was quickly discovered that neither ARIAS-GUERRERO, nor the passenger, identified as VICTOR MANUEL-SANTOS, 29, of Dorchester, possessed a valid driver's license. A tow truck was then requested to respond and remove the vehicle as neither occupant could legally operate it. Prior to the Nissan being towed, Trooper Demos removed the occupants to conduct an inventory of the vehicle’s contents. During a pat-frisk of the men and a subsequent inventory of the vehicle, Troopers located numerous cell phones, a large sum of cash, and several baggies containing a substance suspected to be Fentanyl with a combined weight of 115 grams.

Both men were placed under arrest and transported to the Andover Barracks for booking. A bail commissioner was contacted and set bail at $100,000 each. They were scheduled to appear at Lawrence District Court on the following charges.

1.       Unlicensed Operation of a Motor Vehicle;

2.       Trafficking in Fentanyl;

3.       Conspiracy to Violate Drug Law; and

4.       No Inspection Sticker.

VICTOR MANUEL-SANTOS

1.       Trafficking in Fentanyl; and

2.       Conspiracy to Violate Drug Law.
