State Police Detectives and Chelsea Police this morning arrested a Chelsea man for child pornography after a forensic analysis of the man’s phone revealed thousands of photos and videos consisting of child sexual assault material.
TIMOTHY BROWN, 38, was arrested at his Chelsea apartment and booked at the State Police-Revere Barracks for possession of child pornography. He is being held in lieu of $100,000 cash bail and will be arraigned next week in Chelsea District Court.
Today’s arrest by the State Police Detective Unit (SPDU) for Suffolk County comes on the heels of the unit’s March 13 arrest of KENNETH HIGGINS, 45, of Revere on child pornography charges. During that investigation Troopers developed evidence that led them to obtain a search warrant for BROWN’s apartment at 165 Hawthorne St., Chelsea. The SPDU and the MSP Cyber Crimes Unit (CCU) executed that warrant on March 13 and seized several electronic devices belonging to Brown. Evidence indicates that HIGGINS and BROWN are friends.
A subsequent search of a memory card by a CCU Trooper uncovered more than 700 videos and more than 2,700 photos, the majority of which were found to contain child sexual abuse material.
Based on that evidence Troopers this morning obtained an arrest warrant for BROWN from Chelsea District Court and then located him and took him into custody with assistance from Chelsea Police.

The earlier arrest of HIGGINS, BROWN’s Revere friend, resulted in the revocation of HIGGINS’ probation for a prior child pornography conviction to be revoked, and he is being held in custody. The new charges filed against HIGGINS last week were possession of child pornography and possession of child pornography, third offense.
