Troopers Arrest Two Men Each in Possession of a Firearm

Just after 11 p.m. yesterday Trooper Stephen O’Rourke, assigned to State Police-Holden, was patrolling Chandler Street in Worcester. As he was approaching Bellevue Street he observed a gray Ford Taurus with a rejected inspection sticker. Trooper O’Rourke was familiar with this vehicle as he had stopped it last month for the same offense. Additionally, several days after the first stop involving this vehicle Trooper O’Rourke was contacted by the Boston Police Department with information that this it was under investigation for involvement in multiple recent violent firearm related incidents. Trooper O’Rourke was able to take up a position behind the vehicle and subsequently stop it on King Street.

Upon the vehicle stopping Trooper O’Rourke approached it and identified the operator as JARRETT DULCINE, 20, of Worcester, and the passenger as DEVIN MCCLUSKEY, 26, of Worcester. As Trooper O’Rourke was speaking with the occupants Trooper Joao Barros arrived on scene to assist. After questioning and additional investigation on scene the Troopers ordered DULCINE to turn the ignition off and exit the vehicle, he refused and began struggling and reaching for his waistband as the Troopers attempted to remove him. Trooper O’Rourke continued to struggle with DULCINE, however, was able to take control of his hands then removed him from his seated position. Trooper O’Rourke immediately located a loaded Taurus 9mm pistol, capable of holding 13 rounds of ammunition, from DULCINE’s coat pocket. DULCINE is not licensed to carry firearms. Additional assistance then arrived on scene. The firearm was later determined to be stolen from Alabama. After the firearm was secured DULCINE was placed under arrest, however, he attempted to flee on foot and again struggled with Trooper O’Rourke. DULCINE was escorted to the hood of a cruiser until he was placed in the rear seat.

Once DULCINE was secured Troopers then removed MCCLUSKEY from the vehicle. They conducted a search of the area MCCLUSKEY was seated and located a backpack containing a Davis Industries .380 caliber pistol with a defaced serial number, making it unable to be compared to a stolen firearms registry. MCCLUSKEY is not licensed to carry firearms. Troopers also located multiple packages of a substance believed to be marijuana.

Both men were transported to the Holden Barracks for booking. They were held until their arraignment today at Worcester District Court on the following offenses:

JARRETT DULCINE:

1.            Illegal Possession of a Firearm;

2.            Operating Under the Influence of Intoxicating Drugs;

3.            Receive Stolen Property;

4.            Possession of Ammunition without FID Card;

5.            Resisting Arrest;

6.            Assault and Battery on a Public Employee;

7.            Possession of a Large Capacity Feeding Device;

8.            Carrying a Firearm;

9.            Possession of a Firearm with a Defaced Serial Number;

10.          Possession of a Class D Substance with Intent to Distribute; and

11.          Operating a Motor Vehicle with a Rejected Inspection Sticker.

DEVIN MCCLUSKEY:

1.            Illegal Possession of a Firearm;

2.            Possession of a Firearm with a Defaced Serial Number;

3.            Possession of Ammunition without FID Card; and

4.            Possession of a Class D Substance with Intent to Distribute.
