Troopers Arrest Two Men with Firearm, Narcotics

At approximately 10:20 p.m. yesterday Trooper Jenny Rincon, assigned to State Police-Andover, was on patrol traveling on Route 93 in Woburn. As she approached exit 37 she observed a Toyota SUV traveling at 85 miles per hour cutting off other vehicles. She activated her cruiser’s blue lights and initiated a motor vehicle stop. The vehicle moved into the breakdown lane but continued at a slow speed, during which Trooper Rincon observed the occupants moving around in a strange manner.

Upon the vehicle coming to a full stop Trooper Rincon ordered the three occupants to show their hands while she investigated. She removed the operator, identified as CHARLES PHILLIPS, 21, of Malden, and conducted a pat frisk of both his person and the immediate area where she observed PHILLIPS reaching. Trooper Rincon quickly located a 9mm Smith & Wesson pistol in plain sight and requested backup to the scene. The other two passengers were removed from the vehicle and secured by backup on scene. No one in the vehicle possessed a license to carry firearms.

Trooper Rincon then requested a tow to respond and remove the vehicle. During an inventory Troopers located numerous illegally possessed prescription pills. PHILLIPS, along with one of the two passengers, identified as CASSAN JEAN-FRANCOIS, 22, of Malden, were placed under arrest. The other passenger was released from the scene without charges.

PHILLIPS and JEAN-FRANCOIS were transported to the Andover Barracks for booking. A bail commissioner was contacted and set bail at $50,000 for both men. They were scheduled for arraignment at Woburn District Court on the following charges.

PHILLIP CHARLES:

  1. Unlicensed Operation of a Motor Vehicle;
  2. Possession of a Firearm without FID Card;
  3. Illegal Possession of a Firearm;
  4. Possession of Ammunition without FID Card;
  5. Possession of a Class B Substance;
  6. Possession of a Class D Substance;
  7. Possession of a Class E Substance with Intent to Distribute;
  8. Carrying a Loaded Firearm; and
  9. Speeding.

CASSAN JEAN-FRANCOIS:

  1. Possession of a Firearm without FID Card;
  2. Illegal Possession of a Firearm;
  3. Possession of Ammunition without FID Card;
  4. Possession of a Class B Substance;
  5. Possession of a Class D Substance;
  6. Possession of a Class E Substance with Intent to Distribute; and
  7. Carrying a Loaded Firearm.
