Massachusetts State Police Release – 06102015 – Two Men Arrested after Failure to Stop & Search in West Springfield

Last evening at approximately 9:30 p.m., Trooper David Lahair of the State Police Barracks in Springfield, was monitoring traffic on Interstate 91 Northbound in Springfield. Trooper Lahair heard a radio broadcast that Springfield Police just had a vehicle fail to stop and may now be traveling on I-91. Moments later, Trooper Lahair observed a vehicle matching Springfield Police’s description traveling on I-91 and attempted to stop it as it exited I-91 onto Route 5 in West Springfield. The vehicle did not stop and continued at a high rate of speed. Due to the dangerousness of the driving behavior and location, Trooper Lahair discontinued pursuing the vehicle.

A short time later, the vehicle was found to have crashed on Route 5 near Hayes Avenue in West Springfield and was abandoned. Troopers quickly established a perimeter as Trooper Matthew Donah & his partner, K-9 Brutus prepared to deploy. Trooper Donah deployed Brutus on a search where they subsequently located a man, later identified as ELLIOT VELAZQUEZ, 25, of Springfield, running away from them and refusing to stop. After several failed attempts to stop the man, K-9 Brutus apprehended him in the woodline. VELAZQUEZ continued to resist while troopers arrested him. Once VELAZQUEZ was in custody, K-9 Brutus was deployed back into the woods and quickly apprehended a second man, identified as EDWIN GUZMAN, 34, of Springfield.

At the same time, troopers searched the abandoned vehicle and located a loaded Smith & Wesson M&P .40 caliber pistol.

As a result of an investigation, it was determined that GUZMAN was the driver of the vehicle and had illegally possessed the firearm. Both men were brought to the Springfield Barracks for booking.

GUZMAN was charged with the following offenses:

  1. Firearm violation with prior violent/drug crime
  2. Leave firearm in vehicle
  3. Improper storage of a firearm
  4. Unlawful possession of a firearm without license
  5. Possession of ammunition without FID card
  6. Carry firearm with ammunition
  7. Failure to stop for police
  8. Reckless operation of a motor vehicle
  9. Operate motor vehicle with license suspended, subsequent offense
  10. Speeding

VELAZQUEZ was charged with the following offenses:

  1. Disorderly conduct
  2. Resisting arrest

*Initially VELAZQUEZ gave an erroneous name. During booking his correct identity was determined.

VELAZQUEZ was held on $500 bail and GUZMAN was held on $100,000 bail, pending their arraignment in Springfield District Court.
